When I went up the tower, the views were not very good - although it was dry and sunny it was also very hazy.
The Special Observation Platform is 250m from the ground and provides a reasonable view of the Tokyo skyline.

I am told that on a clear day you can see Mount Fuji, but I'm never in Tokyo on a clear day.
